A Robust Governance for the AI Act: AI Office, AI Board, Scientific Panel, and National Authorities

Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA.

But Italy's data protection agency could not recruit the people it wanted, with a dozen candidates dropping out over issues including pay, highlighting a growing challenge facing regulators around the world. "The search process went worse than our low expectations," Garante board member Guido Scorza told Reuters, adding: "We will come up with something else, but so far we have lost."

Regulators Need AI Expertise. They Can't Afford It
ChatGPT caught regulators by surprise when it set off a new AI race. As companies have rushed to develop and release ever more powerful models, lawmakers and regulators around the world have sought to catch up and rein in development. As governments spin up new AI programs, regulators around the world are urgently trying to hire AI experts. But some of the job ads are raising eyebrows and even chuckles among AI researchers and engineers for offering wages that, amid the current AI boom, look pitiful. The European AI Office, which will be central to the implementation of the EU's AI Act, listed vacancies early this month and wants applicants to begin work in the fall.

Members of the European Parliament closed several critical parts of the AI regulation at a political meeting on Thursday (13 April), but the prohibited uses of AI could potentially divide the house. The AI Act is a landmark legislation to regulate Artificial Intelligence based on its capacity to cause harm, and while MEPs are approaching a political deal on the file with a key committee vote scheduled for 26 April, the plenary adoption will be challenging. The most politically sensitive part discussed during the political meeting with all the groups on Thursday was prohibited practices, applications deemed to pose an unacceptable risk. High-risk categorisation, enforcement and governance are largely settled. EU lawmakers in the leading European Parliament committees are voting on the political agreement on the AI Act on 26 April, with many questions being settled but a few critical issues still open. The German liberals proposed introducing a provision banning "the use of an AI system for the general monitoring, detection and interpretation of private content in interpersonal communication services, including all measures that would undermine end-to-end encryption."

Pentagon announces new leadership for chief digital, AI office
The Pentagon's new Chief Digital and Artificial Intelligence Office (CDAO) has hired nearly a dozen senior leaders to serve in its top positions -- and met its June 1 deadline to reach full operating capability, FedScoop learned Wednesday. This news comes nearly six months after the Department of Defense launched a major organizational restructure to place a number of technology-driving components under this newly established office, with the ultimate aim to better scale digital and Al-enabled capabilities across its massive enterprise. "Following a multi-step process from [initial operating capability] to FOC the CDAO has fully merged and integrated the former component organizations of Advana, Chief Data Officer, Defense Digital Service, and Joint Artificial Intelligence Center. Legacy component names will no longer be recognized or used unless attributed to a product or capability specific to the department," according to a statement from CDAO's spokesperson. Diane Staheli was also recently tapped to lead the CDAO's Responsible AI (RAI) Division.

Apple Expands its AI Offices in Seattle Again. Will it Matter?
For the second time in two years, Apple has expanded the footprint of its offices at Two Union Square in Seattle, Early last year they expanded to make room for the staff from Turi, an AI and machine learning startup that was based there. Earlier this month, GeekWire broke the news that Apple is taking over another floor, growing again to 70,000 square feet of space in the building. This should give them room for between 350 to 475 people. Seattle has become a hub for machine learning and AI research in recent years, so it makes sense for Apple to be a part of the action. The University of Washington has a well-known computer science program and the Allen Institute for Artificial Intelligence is also located there.
